Summary 0001029: admin needs change_serversettings and changephpsettings to edit/create php configs
Description due to a little error an admin needs change_serversettings and changephpsettings to fully edit and create php configs from the panel.

if the admin has changeserversettings rights but no changephpesettings its possible to edit the php settings.
